A measure to create the holiday was submitted to Congress by Emporia, Kansas, representative Ed Rees in 1954. On May 26, 1954, nearly eight and a half years after Edward Weeks celebrated the inaugural Veterans Day. Eisenhower, the president at the time and a native of Kansas, signed the legislation into law.

The Act of 1938 was revised by the 83rd U.S. Congress by replacing the word “Armistice”. The word “Veterans” after the country had experienced both World War II and the Korean War. This was done at the urging of veterans’ service organizations. After this legislation was approved on June 1, 1954, November 11 was designated as a day to honor all American veterans.
